Sam Skinner served both Chief of Staff (1991 – 1992) and Secretary of Transportation (1989 – 1991) under President George H.W. Bush. As Secretary of Transportation, Mr. Skinner developed the President's National Transportation Policy and led efforts to secure the passage of landmark aviation and surface‐transportation legislation. He was also instrumental in developing President Bush's Intermodal Surface Transportation Efficiency Act, which served as the catalyst for the ITS industry. Washingtonian magazine twice gave Mr. Skinner its highest ranking for his performance as Secretary of Transportation. Mr. Skinner is currently on the board of directors of Navigant Consulting, Echo Global Logistics, Virgin America, and the Chicago Board of Options Exchange, and an advisor to Metalmark Capital. Chicago Mayor Lori Lightfoot appointed Mr. Skinner to lead the task force to assist the City in its efforts to recover from the economic consequences of COVID‐19.
